According to reports, UEFA is determined to launch a vote of no confidence against Gianni Infantino after internal divisions within FIFA emerged regarding his support for the World Cup, despite Infantino's apology on Wednesday for his World Cup sale plans, he has refused to resign.
The English Football Association is also determined to oust him, and leaders of UEFA and CONCACAF are working to garner enough support to successfully launch a vote of no confidence against Infantino or to put forward a credible challenger for the presidency.
UEFA members have not yet withdrawn their commitment to boycott the World Cup unless FIFA provides a "binding guarantee" that FIFA "will never again" open its administration or events to private ownership.
Infantino and senior aides held crisis talks in Morocco on Wednesday, and FIFA ultimately announced that both sides had the other's "full support," a statement described by some high-ranking figures in the football world as "absolutely dystopian."
They now believe that if Infantino steps down, those who have allied with him will face a similar fate. Wednesday's meeting was attended by Infantino, Secretary General Matthias Grafström, and members of the organization's management committee.
Attendees included Treasurer Thomas Payer, Legal Director Emilio Garcia Silvero, Chief of Staff Daniel O'Toole, Member Association Head Elhan Mamedov, and Media Relations Director Brian Swanson.
Those absent from the Rabat Summit include: Arsène Wenger, FIFA's Global Football Development Director; Gilles Ellis, Chief Football Officer; Saray Barreman, Chief Women's Football Officer; and Kevin Lamour, Chief Operating Officer.
